On October 21, 2009 the Newbury Township Zoning Commission (ZC) held their regular monthly meeting in the upstairs meeting room of Newbury Town Hall. Alice Munn called the meeting to order at 7:20 p.m. with Bill Skomrock Sr, Carolyn Paschke, Jerry Hudak, Judd Douglas and Bob Ruckstuhl present. The minutes of the September 23, 2009 were approved and signed.
Jerry Hudak initiated the changes required for electronic sign regulations ( Art. XII, Sec. 12.00 & 12.01) as submitted by Alice and Jerry’s email to the board. He referenced the sign demo and industry definitions submitted by Brian Howe of Daktronics.
Bob Ruckstuhl said that 3 seconds was too short for static image display and suggested 8 seconds given that the ODOT minimum was 7.8 seconds. Discussion continued regarding state & county road regs, animation, flashing, advertising contents, purpose (schools & churches in R-1) and non-prejudicial messages.
Jerry then informed the board of his sign survey in Newbury for type, size and location.
There are now 3 electronic signs, Panzica’s at Rts 87 and Auburn, the dual sided fire department sign (both had BZA variances) and the Travel Co. sign at Rts. 44 & 87.
The directory signs (for multiple businesses) were all over the 50 sq.ft. permitted and closer to 100 sq. ft. The other lighted and unlighted signs also exceeded the 25 sq.ft. permitted and were closer to 50 sq. ft.
Suggestion was made that the street address be required at the top of directory signs.
Should minimum sign sizes be increased (doubled?) to reflect current signs? “Frame Effect” should be added to the sign definitions.
Regulations covering mobile, inflatable, temporary and special event signs were tabled for further discussion at the next meeting.
Carolyn was asked to reword the proposed amended subsection G and email to all members.
Alice asked that members come prepared to discuss “adult business” regulations at the next meeting. Marge will distribute a M-1 map showing previously discussed 500 ft. setback from R-1 districts.
Because of the Thanksgiving holiday, the next meeting was rescheduled for November 17, 2009 at 7:15 p.m.
The Zoning Commission meeting adjourned at 9:00 p.m.
