On March 23, 2011 the Newbury Township Zoning Commission (ZC) held their regular monthly meeting in the upstairs meeting room of Newbury Town Hall.
Carolyn Paschke called the meeting to order at 7:11 p.m. with Alice Munn, Lou Tomsic, Judd Douglas, Sue Wagner and Steve Kitko present. Ms. Paschke reminded everyone that the meeting time had been changed to begin at 7:00 p.m. The revised minutes of the 2-23-11 meeting were approved and signed.
Ms. Paschke opened the agenda to address “land bank parking” and referred to the Model Zoning definition with deed restrictions monitored and enforced by the Zoning Inspector. The board discussed the present number of parking spaces required in our code and agreed the number was excessive with land banked parking as an environmentally responsible alternative. The board agreed to wait for Karen Endres’ input regarding final code wording on how to release “deed restrictions”, monitoring and enforcement by the zoning inspector. Sign code revisions had previously been reviewed and voted on to include in the next amendment.
Next on the agenda was Alternative Energy; Wind Turbines. The board then turned to reviewing the draft language presented by Sue Wagner. All agreed to using the term SWECS (Small Wind Energy Conversion System) in place of “facility” for clarification. Items, one by one, were considered, discussed and accepted/revised/deleted as draft code wording. Because of the time required, the Wind Turbine draft completion and review of Model Zoning were tabled for the next meeting.
Ms. Paschke agreed to write a letter to the prosecutor’s office requesting guidance on the ZC addressing “composting” revisions while an appeal is on-going.
Mr. Quigley addressed revising “vehicle sales” as requested by Mr. Fidel – our code needs to restrict “vehicles” by size limitations vs. road-worthy definitions.
The next ZC meeting will be held April 27, 2011.
Ms. Paschke adjourned the meeting at 9:10 p.m.
