The regular meeting of the Board of Township Trustees, Newbury Township was called to order at 7:30 p.m., August 4, 2010, with Ms. Blair and Mr. Snively present.   Minutes of the meeting of July 21, 2010 were approved upon a motion by Mr. Snively, a second by Ms. Blair, and a unanimous affirmative vote. 

An NSP program update was given by Mrs. Endres.  The structures on the PCs Tavern Property have been torn down, other than the building that shelters the onsite sewage system.  All of the designated structures in Kiwanis Lake now have been torn down.  There are likely to be four more other structures to be taken down elsewhere in the township, pending approval from the Ohio Historic Preservation Office, which requires review on structures older than 50 years. 

Mr. Hollis reported Road Department activity, including finished pre-paving patch work on Oak Tree and Clover Lake; asphalt resurfacing has also been completed on those roads.  Berm repair on various roads was completed; roadsides were mowed along with rock removal on roadsides.  Equipment repairs for the month included repairs to the boom mower after hitting a rock on one of the roadsides.   

Fire activity reported by Mr. Fagan included 331 calls year to date, with 58 calls for July. 

Mr. Lair reported that the July month-end reconciliation had been completed, and he briefly reviewed July beginning balance, revenue, expense, and ending balance with the trustees.  Mr. Snively moved to approve a change order reducing the Ronyak Paving Chip & Seal project from the accepted bid amount of $38,180 to $35,998.50.  Ms. Blair seconded this motion, which passed by unanimous vote.

Ms. Blair moved that the township not require a hearing on the issuing of a renewal liquor permit for Wicked Woods Food and Beverage at 14085 Ravenna Rd.  Mr. Snively seconded this motion, which passed by unanimous vote.  In response to an audience question regarding plans for the Panzica Plaza where the Subway restaurant is located, Ms. Blair replied that Mr. Panzica is working with a commercial real estate broker who has posted signs indicating availability of space in the plaza on either side of Subway.  However, there has been no word of any pending agreements with new tenants as of yet. 

The Sheriff's report was given by Mr. Snively for July with a total of 232 incidents, of which 82 were traffic stops, most of which were on Kinsman, Auburn, Ravenna, and Butternut.  Medical calls comprised a large number of the incidents.  Mr. Snively related that one of the incidents, labeled “Community Education”, was a visit by Sheriff Dan McClelland to Mr. Snively’s farm, along with Midge, his very small dog trained in drug detection.  Mr. Snively was hosting an event for a large number of inner-city children, who enjoyed meeting the Sheriff and his famous dog.   Mr. Snively noted that relatively few of the incidents for the month in the township appear to relate to the commission of a crime such as theft or assault. 

Mr. Snively briefly discussed the recommended Agreed Judgment Entry action on the Bell Shire case involving a property on which a hunting clubhouse structure has been built, with no residence on the property.  Mr. Snively made a motion designating Susan Wieland of the Prosecutor’s office as the representative to sign this entry in Judge Fuhry's court on the township’s behalf.  Ms. Blair seconded this motion, which passed by unanimous vote. 

Ms. Blair related a story that Mrs. Wishart had recently received a basket of flowers as thanks from an individual who she had assisted in her role as Cemetery Sexton.

At 8 p.m., bids were opened for the two Oberland Park projects.  It was noted that the invitations to bid, with instructions including bid submission deadline and notice of bid opening at 8 p.m. tonight had been properly advertised.  Ms. Blair moved to waive the reading of the legal notice; Mr. Snively seconded this motion, which passed by unanimous vote.  Bid results were as follows, with bids opened in the following order:

 

 

 

It was announced that these bids would be reviewed by the Geauga County Prosecutor's office for legal correctness.  Chip Hess would then call on the references listed by the apparent low bidders.  Once legal and engineering review is complete, the trustees indicated that they will want to award the bid as soon as possible, as early as next Monday.

 

This meeting was adjourned at 8:55 p.m., upon a motion by Ms. Blair, a second by Mr. Snively, and a unanimous affirmative vote.
