Trustees meeting 5/5/10

A bid opening for the asphalt resurfacing of Oak Tree Trail, TR 563, and Clover Lake Road, TR 694 was conducted as advertised at 7:00pm, May 5, 2010, with all trustees present.  Results were as follows:

Ronyak Paving:                                              $189,760.00

Kokosing Construction Company                  $184,090.00

 

A bid opening for the chip and seal resurfacing of Lela Lane, TR 343 and a portion of Valley Rd., TR199 was conducted as advertised immediately following the prior bid opening, with all trustees present.  Results were as follows:

Ronyak Paving:                                              $38,180.00

Specialized Construction:                               $38,680.00

Asphalt Fabrics & Specialties, Inc.                $46,998.40

 

It was announced that the bid award for these projects would be made following review of the bid packages by the Geauga County Engineer's office.

 

The regular meeting of the Board of Township Trustees, Newbury Township was called to order at 7:30 p.m., May 5, 2010, with all members present.   Minutes of the meetings of April 21, 2010 and April 30, 2010 approved upon a motion by Mr. Snively, a second by Mr. Skomrock, and a unanimous affirmative vote.

 

Road activity reported by Mr. Hollis included removal of load limit signs and plow markers, 2 full burials, 4 cremain burials, ditching and pipe installation in Kiwanis Lake, clearing of brush in the construction area on Pekin, mowing around the legion hall, cleanup at the rear of Munn cemetery, and working on general cemetery maintenance including removal of non-permitted ornamentation.  Mr. Hollis also reported problems with ornamental gardens that have been placed around roadside mailboxes which cause issues with snow removal and roadside upkeep.  Mr. Snively also reported problems with some residents plowing snow from their driveway across the street, which is not permitted.  It was decided that some communication should be made to residents and snow plow contractors at the beginning of the snowplow season.

 

Ms. Blair thanked Mr. Hollis and Mr. Zimperman for taking the Brewer-Garrett representatives around to the various township buildings as part of their energy audit.  The trustees discussed the need for replacement of the service branch flags at both the Center Cemetery and the Munn Cemetery.  It was recalled that the Legion previously replaced the flags at the Center Cemetery, and the VFW did the same at Munn Cemetery.

 

Zoning activity reported by Mrs. Endres included a report that the township's Professional-Office zoning has been upheld by the courts, with the Ohio Supreme Court’s final refusal to hear an appeal from All-Erection Crane on their long-standing case challenging township zoning.  It was also reported that All-Erection Crane had downsized their sign facing Rt. 87, following a notice of violation from Mrs. Endres.  Mrs. Endres reported on an upcoming NE Ohio Planning and Zoning Workshop which appears to have a number of topics of interest for her, along with Zoning Commission and Zoning Board of Appeals members.  It was reported that eight more structures are slated for demolition in the Neighborhood Stabilization Grant.  A public records request relative to township zoning and impact on establishment of adult family homes was briefly discussed.   Attorney Abe Cantor, counsel for the township through OTARMA has suggested that a land use planner review the township's zoning resolution, as there have been a number of changes in law since the last major revision.

 

Mr. Fagan reported 184 Fire Department calls year-to-date, with 55 calls for April.  Mr. Fagan said that the Fire Department Trustees would like to request that the Township Trustees place a fire levy renewal levy on the November ballot; the trustees agreed with this request.

 

Ms. Wishart provided a written cemetery report for April; activity included 2 full burials and 4 cremain burials.   Ms. Wishart reported that there was one more week of Census training in the town hall, after which time she noted that the carpet will need cleaning.  It was suggested that a security deposit be obtained if any such training sessions were scheduled in the future.

 

Ms. Hrabak presented a Geauga County Planning Commission report, with no major subdivisions reviewed.  Mr. Lair reported that the April month-end close and bank reconciliation is complete, and presented the summary financials for April.

Ms. Blair reported a total of 189 911 calls for the month.  About 30 traffic stops were in that total, along with numerous fire calls.  Mr. Skomrock reviewed the current status of the joint OPWC Grant repaving project on Pekin Rd. with Russell Township; noting that the current estimated contract local portion is $70,000.  Mr. Snively reported that the Senior Trash Day pickup notices are being sent by the Geauga County Department on Aging to all Newbury residents.   Newbury residents aged 60 and older can obtain assistance with removal of items from their homes for disposal in the township Cleanup Day; registration with the Department on Aging is required.

 

Mr. Snively reported the sale for $7,050 for the township’s oldest Freightliner 2.5 ton plow truck on GovDeals.  Mr. Snively reported an offer from Evelyn Frohring for purchase of the township’s old Ford tractor for $2,450, and made a motion to sell this surplus equipment.  Mr. Skomrock seconded this motion, which was adopted with the vote as follows, Mr. Snively, yes, Ms. Blair, yes, with Mr. Skomrock abstaining due to a prior employment relationship with the Frohring family.

 

Mr. Snively reported that he had been appointed to the Executive Committee of the Chagrin River Watershed Partners at today's meeting, and described his tour of the Shadybrook Stream restoration site.  Ms. Blair reported that the township's records set for destruction will be shredded sometime later this year when the county does their shredding, to get a better price.  This meeting was adjourned at 8:36 p.m., upon a motion by Mr. Skomrock, a second by Mr. Snively, and a unanimous affirmative vote.
