The regular meeting of the Board of Township Trustees, Newbury Township was called to order at 7:30 p.m., May 19, 2010, with all members present.   Minutes of the meeting of May 5, 2010 were approved upon a motion by Mr. Snively, a second by Mr. Skomrock, and a unanimous affirmative vote.

 

Upon the recommendation of the Geauga County Engineer’s office, Mr. Skomrock moved that the bid for the Chip Seal of Lela Lane and a portion of Valley Road submitted by Ronyak Paving in the amount of $38,180.00 be accepted.  This motion was seconded by Ms. Blair, and passed by unanimous vote.  Upon the recommendation of the Geauga County Engineer’s office, Mr. Skomrock moved that the bid for the Asphalt Resurfacing of Oak Tree Trail and Clover Lake Drive submitted by Kokosing Construction Company in the amount of $184,090.00 be accepted.  This motion was seconded by Ms. Blair and passed by unanimous vote. 

 

Ms. Blair moved that the Board adopt Resolution 2010050501, the transfer of $1200 from 2041-410-730-0000, Cemetery Fund – Site Improvement to 2041-410-590-0000, Cemetery Fund – Other.  Mr. Skomrock   seconded this motion, which passed by unanimous vote.

 

Mr. Snively moved that the Board adopt Resolution 2010051901, requesting an advance from the Geauga County Auditor of all available monies from all available funds from the Real Estate-Second Half Collection.  Mr. Skomrock seconded this motion, which passed by unanimous vote.

Mr. Skomrock reported that the township had received a notice from the Geauga County Drug and Alcohol Consortium regarding mandatory meetings for Road Superintendants.  It was announced that Mr. Hollis, and Mr. Zimperman would attend.

 

Ms. Blair gave audience and trustees an update on the Oberland Park pavilion project, noting that specifications would be sent out soon for the construction of the pavilion.  The specifications will ensure that all bids are for comparable work.  Construction of a ball field, the pavilion, and the moving of the existing gas line are the three remaining projects which the board would like to have handled out of the $100,000 remaining in the HUD grant.  The trustees discussed the need for moving the gas line, and it was concluded that while moving the gas line is expensive, the cost of doing so is more than offset by reduced costs for excavating for the new ball field, and possibly other future work in the area.  Estimated price is $8,000 to move the gas line to the perimeter of the property.  Bid invitations for each project will be published in the newspaper.

 

Ms. Blair announced the July 16th opening of the Habitat ReStore, and reported that on Wednesday, May 26th at 9:30a.m. a meeting will be held to discuss the Habitat operation and also discuss how Habitat can work in conjunction with the Neighborhood Stabilization Project to build new Habitat houses on some of the parcels cleared in the NSP project.  Mr. Snively reported that Mrs. Endres has gotten a call from a property owner on Messenger Rd. expressing interest in the NSP program, and it appears that there is still funding available to take down a home and garage on this property. 

 

Mr. Snively brought up the issue of vehicles parked on township roads within the Kiwanis Lake community, which has caused some congestion and safety issues when vehicles block access by snow plows and fire trucks.  He described the program carried out in Scranton Woods which allowed after a notification period and process to issue parking tickets to vehicles parked along the road, which allowed exceptions when advance notification is given of events that might create temporary parking along the road.  This program was also successfully carried out in the Hillview/Crestwood neighborhood.  In answer to questions from Kiwanis Lake residents in attendance regarding the need for a parking ban, the trustees reiterated the issues with access by fire trucks and snow plows.  It was suggested by the residents who represented the Kiwanis Lake Community Association that an attempt be first made to address specific problems with specific properties and vehicles consistently blocking access to roads, before considering the implementation of a general ban on roadside parking, as limitations on driveway size force some residents to have to park along the roadway in some areas.  The trustees agreed that this approach would be tried first, with the trustees following up with enforcement action if the requests by the Community Association representatives to residents causing parking issues were ignored.

 

Mr. Bill Skomrock Sr. addressed the trustees and audience to provide the Memorial Day program schedule for the May 31st event starting at 8:30 am and concluding at 12:30 p.m.  State Senator Tim Grendell will be giving the address for the indoor ceremony held at the school auditorium.
