The regular meeting of the Board of Township Trustees, Newbury Township was called to order at 7:30 p.m., April 7, 2010, with Ms. Blair and Mr. Snively present.   Minutes of the meeting of March 18, 2010 were approved upon a motion by Mr. Snively, a second by Ms. Blair, and a unanimous affirmative vote.

 

Ms. Blair introduced Bill Phillips from the Geauga County Department on Aging who discussed the department's trash pickup program for seniors.  The department coordinates the pickup program to occur shortly before the normal township cleanup day.  Bob Debevits from the Department on Aging will work with the township road department to coordinate this activity and to schedule the work in the various neighborhoods of the township.  The Department on Aging will publicize the program, create the schedule, and set up appointments with Newbury seniors.  Normal limit to be picked up is ten items per home.  There are also limits on what type of items can be picked up; this is based on what the recycling company which has been selected by the township will accept.  Ms. Blair moved that the township accept participation in the program; Mr. Snively seconded this motion, which passed by unanimous vote.

 

Road activity reported by Mr. Hollis included mailbox repairs, three funerals, tree removal on Pekin at the site of the road widening project, cemeteries cleaned up, and snow removal equipment removed and cleaned.  Regarding the truck cab/chassis bids opened at the last meeting, Mr. Hollis reported that while the Cleveland Freightliner bid was under the Hans Freightliner bid, the Cleveland Freightliner bid did not include some equipment specified to be part of the package, but instead listed this equipment as optional at additional cost.  The Hans Freightliner bid included this equipment, at a final cost below the Cleveland Freightliner bid for the cab/chassis equipped as specified.  Therefore, Mr. Snively moved to accept the Hans bid of $68,711; Ms. Blair seconded this motion, which passed by unanimous vote.   Mr. Hollis presented the board with a quote he had received from Junction Auto in the total amount of $24, 997.50 for a used 2006 Dodge Ram Crew cab 4x4 with diesel engine.   It was noted that this vehicle would be able to replace both older Dodge trucks recently sold on GovDeals, with additional capabilities.  Ms. Blair moved that the quote from Junction Auto be accepted; Mr. Snively seconded this motion, which passed by unanimous vote.

 

Zoning activity reported by Mrs. Endres included a report that the lot split by affidavit provision as adopted by the County Planning Commission has gone into effect as of March 31st.   Mrs. Endres reported that the Dudek lot split on Fairgate is now complete, The Neighborhood Stabilization Grant project being handled by the Geauga County  Department of Community and Economic Development has added a couple of properties on Rt. 44, plus a barn on Fairmount Rd.   It was reported that Grange Park is currently zoned as an active park, but given the location it has been determined that the highest and best use for that parcel would be industrial.   Mrs. Endres recommended that the township land use plan needs to be modified by the trustees, and the Geauga County Planning Commission notified.  Ms. Blair and Mr. Snively expressed support of this idea, and indicated that Mr. Skomrock had expressed support in the past as well.  Mrs. Endres stated that zoning always needs to be driven by the land use.   Ms. Blair moved that the township land use plan for that parcel be changed from active park to industrial.  Mr. Snively seconded this motion, which passed by unanimous vote.

 

Ms. Blair noted that Habitat for Humanity has moved into the Chandler Tree building and wants to put up a wall sign and a ground sign.  She moved that permit fees for these signs be waived; Mr. Snively seconded this motion, which passed by unanimous vote.

 

Chief Zimperman reported March fire department activity as including 38 calls, 19 rescues, and 4 motor vehicle rescues.  Roof repairs and some minor ice damage to the fire station were reported.  In response to his request as to when the trustees would like to receive AED training, Ms. Blair replied that a Saturday morning in the next month or so would be a good time.

 

Cemetery activity reported by Ms. Wishart for the previous month included 4 burials.  She stated that a number of calls have been received from individuals checking to see whether a plot is marked as reserved on the map.   A call was received from the American Legion Auxiliary requesting to plant a flower bed at the Newbury Center Cemetery.  Mr. Hollis commented that over the last several years he has observed a tendency on the part of family members to create too much decoration around headstones, creating problems with mowing and cemetery maintenance.

Mr. Lair reported that the March month-end reconciliation and financial close had been completed, with revenues for the month somewhat above expenses, and interest income up slightly but still very low.

Mr. Snively moved that the board adopt in concert Resolution 2010040701 for the chip and seal resurfacing of Lela Lane and a portion of Valley Road, and Resolution 2010040702 for the resurfacing of Oak Tree Trail and Clover Lake Dr.  Ms. Blair seconded this motion, which passed by unanimous vote.

 

Mr. Snively reported that area physician Dr. Janet O'Hara had been appointed to the Geauga County Health District board. 

 

Sheriff's activity for March reported by Ms. Blair included 198 incidents, the majority of which were traffic stops.

 

A fertilizer quote for soccer fields located on Oberland Park was discussed; a quote from Ironwood Landscape for both the existing soccer fields in the amount of $1,430 and the new soccer field in the amount of $2,538 was accepted upon a motion by Ms. Blair, a second by Mr. Snively, and a unanimous affirmative vote.

 

Ms. Blair reported that the trustees and fiscal officer would be attending the Geauga Township Association quarterly dinner sponsored by Russell Township at the EOUV Club.  Correspondence was reviewed by Mr. Snively, including a request to install a street light at the intersection of Iron Tree Drive, which is a private road, and Auburn Rd.  Mr. Snively noted that there are a couple of township-paid street lights on private drive intersections, but most private drive intersections do not have a township-provided light.  Mr. Snively said that he would have the sheriff provide data on the frequency of any accidents at that intersection to see whether installation of a light would address an existing safety issue.  He will also ask if the sheriff could do a speed survey on Auburn, as Mr. Rick Endres, who also made the street light inquiry, expressed a concern about speeders in this area.
