Newbury 208 Plan - Proposed Revision Meeting #2, Feb. 25, 2004
Glen Quigley called the second meeting of the 208 Ad Hoc Committee to order at 9:05 a.m. on February 25, 2004. He requested that all attendees include their email addresses on the sign-up sheet.

He asked that the committee dispense with reading of the Feb. 5,2004 minutes; all agreed. He stated that future minutes would be sent via email to all attendees.
Betty Kimbrew from Maple Leaf Financial Services informed Glen Quigley that due to her workload she would regrettably not be able to participate in this committee.
He welcomed Helen Hayes of the Geauga Health Dept. who agreed to supply members with the status of all package plants along the Rt. 87 corridor.
Ms. Amy Holtshouse of CRWP projected wall maps for easy viewing and discussion.
Items under discussion:
1) Location of present sewer systems, private vs. future public operation.
2) Capacity, operating status, upgrade ability, alternate systems,
3) Receiving stream capability, environmental impact. EPA rules,
4) Boundaries of expended 208 area, not for residential zoning.
5) Parcel lines, new institutional zoning & split lot zoning issues,
6) Separate Plan A for 208, PUD, & Plan B for comprehensive rezoning later,
7) Distinguish PUD as hybrid campus-style for flexibility & township control,
8) Economic benefits of PUD with less infrastructure costs,
9) Completion time frame for Plans A&B, legal aspects of PUD,
10) Setting boundaries; “capricious & arbitrary” vs. township benefits,
11) Selling concept to community requires comprehensive PR, job.
12) Zoning setbacks inhibit commercial development in 500 ft strip.
Actions to implement goals: 208, PUD, rezoning for commercial/industrial areas
A) Layout draft plan for 208 expansion & subsequent rezoning,
B) Overlay PUD incentives on 208 draft plan,
C) Private sewers must be self-supporting for current tie-in and future users,
D) “sell” 208/PUD advantages to large parcel owners,
E) Designate Teague’s reclamation on as MODEL Project,
F) Draw proposed boundaries for 208, EPA may include problem areas,
0) Justify boundaries, establish logical map at next meeting,
H) Invite large owners for joint presentation, 208/PUD/rezoning,
I) “key” owners could convince neighbors prior to public meeting,
J) Invite John Tremsyn to next meeting to explore legal POD status. G.Q
K) There was some discussion of including a portion of the northeastern portion of the Teague property, which may be a residential zone into the 208 plan.
All present agreed on the IDEAL - enact 208/PUD/rezoning simultaneously. Members also acknowledged being forced to go the less-than-ideal route by addressing changes sequentially. The meeting ended at 11:45 a.m.
Next meeting is scheduled for March 17,2004 at 9:00 AM. at Newbury Town Hall.
