The regular meeting of the Board of Township Trustees, Newbury Township was called to order at 7:33 p.m., November 7, 2007, with Mrs. Blair and Mr. Skomrock present.  Mrs. Blair welcomed and congratulated newly elected Township Trustee David Snively, who will take office on January 1, 2008.   Minutes of the meeting of 10/17/07 were approved upon a motion by Mr. Skomrock, a second by Mrs. Blair, and a unanimous affirmative vote.  

Fire activity reported by Chief Zimperman included 37 calls for last month, including one structure fire.  Chief Zimperman reported that the department would take under advisement the idea of implementing EMS billing as discussed at the Financial Review Board meeting held just prior to tonight’s meeting.   The Fire Department also presented the Trustees with an invoice for $31,262.25 from Miller Brothers Concrete for additional concrete work on the Fire Department driveway and parking lot, requesting that this invoice be paid from the township Fire Fund.

Road activity reported by Mr. Hollis included 120 tons of asphalt applied at various locations on east end of Pekin Rd., placement of signs, repair of the handicap entrance ramp and railing at the town hall, 2 funerals, installation of headstone bases as needed for the remainder of the year, straightening of some memorials in Munn Cemetery, and application of crack seal on various roads.  It was reported that the new township dump truck is close to being ready.  Mr. Skomrock acknowledged that he had briefly reviewed the repaving recommendations for next year as submitted by Mr. Hollis before they were forwarded to the Geauga County Engineer’s office.

Mrs. Endres reported that the Planning Commission had provided a new zoning map for the Board to approve.  Mrs. Endres also reported that possible resolution of a long-term issue on View Drive is at hand; permits are being obtained from the County Building Department and Zoning permits are being applied for.  If these remaining steps are taken possible court action against the property owner can be avoided.  The new owners of the Wingate property have proceeded to make plans to begin demolition of the residence on this property in the near future, and permission was granted for township officials to gain access to this building, which contained some items of historical importance.  Progress on plans for demolition of the Gage dwelling on Bass Lake Road due to its deteriorating condition was also discussed.   Mrs. Endres reported that she, Marge Hrabak and Bill McCullam would be attending an OPC seminar in the next few days.  Mrs. Endres also reported on a hearing for property in Kiwanis Lake that will be the first implementation of the Hearing of Fact process that will permanently record with the County Recorder’s office the permanent combination of parcels for a given property as a condition of zoning approval.  

Mrs. Endres reported that the new electronic sign for the Panzica development is to be installed tomorrow, and also reported that she had spoken to Chester Township officials about their process to protect roads in the event of construction activity during which there is a potential for road damage by equipment used for such activity.  The trustees agreed that this might be something worthwhile for Newbury Township to consider.  Mrs. Endres also reported on the installation of two new dry hydrants with fire ponds in two locations on Music St, as well as her attendance at an oil and gas well seminar hosted by the Chagrin Valley Watershed Partners, along with members of the Geauga County Prosecutor’s office.

Mrs. Blair reported 9-1-1 activity for the month of October, with a total of 142 from Newbury Township, including the 37 Fire Department calls previously reported.

Mr. Skomrock moved to approve the new zoning maps created by the Planning Commission of this date, to be effective 30 days from today.  Mrs. Blair seconded this motion, which passed by unanimous vote.  Mr. Lair reported that he had completed the October reconciliation and financial statement preparation on November 1st, with emailing of the statements to trustees and members of the Financial Review Committee to be completed shortly.

In response to a question by Mrs. Blair to Mrs. Endres regarding plans for Dr. Silver’s property, Mrs. Endres replied that the township still needs to draft a consent judgment entry to accommodate the establishment of a clinic on his Kinsman Rd. property.  Mrs. Endres said that she would check with APA Bridey Matheney to see if she is in the process of creating the required document

The town center study meeting held last week was briefly discussed, with Mrs. Blair explaining the process, which encompasses the area along Rt. 87 covered by the township’s 208 plan.  The KSU Urban Design Center will be visiting businesses within this corridor area as to solicit their input as part of this study.  Mr. Snively said that he felt the Urban Design Center intended to help guide the community toward a solution that met the township’s needs.   Mrs. Blair reported that she has had a discussion with Gus Saikaly, Geauga County Department of Water Resources Director about a feasibility study that could determine the ability of receiving streams in the area to accommodate a treatment plant that could service the 208 area.

Mr. Skomrock reported that the township had received a reimbursement check from the insurance company of the driver who had damaged guardrail on Music St.  Mr. Skomrock reported that the township had received a $982 reimbursement check from the Ohio Bureau of Workers’ Compensation, based on premium reduction policies, representing a 4% reduction.  An additional 4% can be saved in the coming year by continuing these policies.  

Mrs. Blair provided a cemetery update regarding the project to survey the Newbury Center Cemetery.  It was noted that an agreement with Hess and Associates had been signed in December 2001 for $7000 towards this survey project (approved at the December 28, 2001 meeting), and that, including additional work agreed to since that time, a total of $8249.70 has been paid to by the township to Hess.  While Hess has requested additional payment to cover marker materials which have increased in price since the original contract, the trustees agreed that these materials, which were specified as part of the original $7,000 contract, should have been purchased at the time the work was committed to and given to the township to store, even if the condition of the cemetery expansion area at that time was not suitable for final installation of those markers.
