The regularly scheduled meeting of Board of Township Trustees, Newbury Township was called to order at 7:30 p.m., November 1, 2006, with all members present. Mr. Quigley welcomed all to join in the pledge of allegiance. Mr. Greg Chambers, representative for Master Consulting Group and Newbury resident introduced himself, and offered assistance in reviewing the township’s benefits plan; he was invited to come back on December 6th when a Burnham and Flower representative will be present.
Ms. Blair moved and Mr. Skomrock seconded the motion to approve and sign the minutes that motion being passed by unanimous vote. Mr. Lair reported that he had provided the October financial statement to the trustees and the Financial Review Board. Mr. Skomrock reported to the board with updated information on concrete repairs underway on the driveway at the Fire Department.
Chief Aytay reported police activities with 79 calls for October and 721 calls year-to-date, 398 miles driven for the month with 4430.5 miles year-to-date; 153.5 hours worked this month and 1679.5 hours year-to-date. Chief Aytay noted that he would be running a driving academy for the Cleveland Police Department for three weeks in December, with Officer Krotine handling some of Chief Aytay’s daily responsibilities. A recent fatal accident at Munn and Bell was discussed, and it was noted that the Ohio State Highway Patrol was conducting an investigation.
Road activity reported by Mr. Hollis included receipt of salt and cinders, brush cutting, ditch repair, and clean-up around the garage. It was noted that purchase of a new truck would be delayed due to non-availability of new vehicles until 2008 model trucks were released. Needed upgrade of the existing facilities for bulk fuel were discussed. Also discussed were possible actions that could be taken to issue parking tickets on vehicles parked illegally in Scranton Woods.
Marge Hrabak reported that an inspection was conducted on the Roberta Ann property, and it was noted that items required to be removed by the inspection date had been removed. Mr. Quigley reported that Wayne Impulletti would be occupying the former 84 Lumber site in the next month, and would have renovation of this property complete by next spring, to serve as his organization’s operations center; retail sales are not contemplated at this location as of this time.
Ms. Barb Foose, a resident living at 14518 Ravenna Rd. addressed the trustees regarding land disturbance activities on a neighboring property that has now caused water drainage problems on her property. The trustees said that they would come out and investigate the situation as something they could do as a minimum.
Mr. Quigley and Mr. Lair related recent information regarding progress on the turning lane proposed for the Panzica project. Correspondence received since the last meeting was reviewed by Mr. Quigley. Mr. Skomrock moved that the trustees adopt a modification to the personnel manual that specifies that Road Department personnel must wear their uniforms at work and not wear their uniforms for personal use outside of work. Mrs. Blair seconded this motion, which passed by unanimous vote. Safety issues regarding Road Department employees were also covered at this time.
Mr. Quigley brought up the issue of a potential need to regulate noise should applicants for an asphalt plant located in Burton Township near the Newbury Township border be successful in their efforts to gain permission to build and operate at this location. Some discussion was held on the actual effective date that Newbury Police assumed that designation (July 23, 1973); prior to that date local law enforcement personnel had been referred to as Constables.
